The National Treasury SCM Instruction Note 3 of 2016/2017 requires that PFMA organisations obtain prior “approval” from the relevant treasury prior to deviating from competitive bidding when the requirement is not an emergency and not the sole source.
This half-day workshop explores the legislative background preceding this instruction including various legal cases and proposes a framework for making sound and rational requests to the relevant treasury.
